DANDRIDGE, Tenn. (AP) - Two officers have been fired and a manager has resigned after an independent review of two suicides at a youth detention center in East Tennessee.

The Tennessee Commission on Children and Youth released its review on Wednesday with a finding that the two teens had shown a history of suicidal behavior.

Two security officers at the Mountain View Youth Development Center were fired Tuesday and a security manager resigned the same day in response to the findings.

The Knoxville News Sentinel reported the commission said employing more guards at Mountain View Youth Development Center would have provided a better watch on the inmates and might have helped prevent their deaths.

Mountain View, located in Dandridge, is run by the state Department of Children's Services. The suicides were the first at the center in 20 years.

The newspaper said 16-year-old Brandon Greene of Mountain City, Tennessee, hanged himself July 13, and 18-year-old Frank Cass of White County, Tennessee, hanged himself Aug. 1.

DCS Commissioner Jim Henry said in a statement he will consider the report's findings carefully.
