NFL says only Matthews should have been flagged during fight

The official who called the Green Bay Packers-San Francisco 49ers game says that he was wrong in not ruling 4th down should have come after offsetting dead-ball personal fouls on Clay Matthews and the 49ers' Joe Staley, who got into a fight with Matthews.
But now, the NFL says Staley should not have had a flag called on him in the first place.
According to NBC Sports, the NFL claims that Bill Leavy made a mistake in throwing the second flag when Staley got into Matthews' face after the All-Pro linebacker committed a late hit on Colin Kaepernick during the Packers' 34-28 loss to the 49ers.
If he had ruled that way, the 49ers would have had first down, goal to go from the three yard line instead of what Leavy admits he should have ruled: 4th down and a probable field goal attempt by the 49ers.
The Niners' scored a touchdown on that drive.
