Green Bay Police ID Person of Interest in Green Bay Murder

By Deandra Corinthios. CREATED Apr 17, 2014

GREEN BAY, Wis.--  Green Bay Police have identified a person of interest in the shooting death on Stuart St. Tuesday night. Police believe 21-year-old Terry Lee Shepard fired the shot that killed Steven Sims. There's a nationwide warrant out for his arrest.

Shepard got out of prison just over a week ago and came to the house on the 1100 block of Stuart St. on Tuesday, where police believe he shot Sims.

"I will not sleep here until I know this person has been under arrest, and like I said he could blend in, in this neighborhood, said Cassie Mckinnon, who lives down the street from where the shooting happened.

Violence has Mckinnon moving out of her neighborhood. Convicted felon Terry Lee Shepard is wanted for questioning in the murder of Steven Sims. Shepard got out of prison on April 7th. He had been locked up in 2010 for battery and theft.

Green Bay Police say the victim, Sims, had been dating the woman living at the apartment on Stuart St., but they had been having relationship problems. Shepard was her former boyfriend. Police say Shepard was in the house when Sims entered, and they argued, then there were gunshots.

"The information we have at this time is that Terry Shepard had a handgun and shot at Mr. Sims," said Captain Todd Thomas, with the Green bay Police Department.

Police have found the gun, and want to get Shepard's side of the story. They are interviewing his family and friends to try to find him.

"He could be in the Green Bay area but he also has family and friends in the Kenosha area," said Thomas.

Police say Sims and Shepard were familiar with each other, but have not yet released a motive for the shooting.

Mckinnon is sad to leave her home, but says it's what's best for her daughter.

"I really like the house but I can't live here," she said.

If you see Shepard do not approach him. Call police immediately. He is considered armed and dangerous.
