Panel appointed to oversee Nevada redistricting

CARSON CITY, Nev. (AP) -- A judge has appointed three special masters to oversee the drawing of Nevada's voting districts.

In an order issued late Wednesday, District Judge James Russell named Las Vegas attorney Thomas Sheets; former Legislative Counsel Bureau research director Robert Erickson; and Carson City Clerk-Recorder Alan Glover to a panel that will complete the task the Legislature failed to accomplish.

Russell said he will also decide five legal issues before the panel begins its work, including whether the federal Voting Rights Act requires a minority population to dominate in one congressional or any other legislative district.

A hearing was set for Sept. 19.

Voting boundaries are redrawn every 10 years based on Census data. The Legislature twice passed maps drawn by the Democratic majority, but both were vetoed by the governor.
