The University of Iowa didn't bill Medicaid for two abortions performed after July 1st, leaving Gov. Branstad without a decision to make.
A new state law requires the governor to personally approve requests for Medicaid to pay for abortions.
The two operations performed after July involved babies with severe abnormalities, and would qualify for Medicaid funding.
