TUCSON (KGUN9-TV) - It only took seconds after the vote was read for things to get ugly at TUSD headquarters late Tuesday night. Smoke filled the board room as protestors donned protective masks they had ready, but with TUSD and TPD officers standing by, there were no immediate arrests.

Attorney Sean Chapman applauds security officers for staying calm, but adds that the protestors may have protested their way into illegal territory.

"I think that the security that was there last night did show appropriate restraint," said Chapman. "They didn't attempt to arrest anyone while the demonstration was going on, they let them go outside. That promoted public safety probably because there was a potential that someone was going to get injured as a result of what was going on if [police] attempted to arrest anyone."

9OYS tried to get in touch with TUSD, but calls Wednesday went unanswered. The district later released a statement saying they are working to find who is responsible for the smoke bomb.

TPD says the disturbance may be punishable by law. In a letter to 9OYS Sgt. Linda Galindo writes:
"The situation reported is a criminal matter. TPD will pursue the matter, given we have leads to follow-up on and so long as the victim (TUSD) is willing to assist with prosecution."

According to Chapman, if any charges are filed, the most likely would be disorderly conduct.
